Your sister's classroom sounds awesome. If the community has a decent public library, then the school's choice of where to allocate their resources could make a lot of sense...to a point, at least.
What grade is she teaching? This sounds like an awesome model for class storytime, whereas with older kids who can already read pretty well it might grow dull. Then again, when we were homeschooling we kept reading aloud through eighth grade, and that was pretty great. (I still imagine Wemmick from Great Expectations speaking in my mother's version of his accent.)
